The article discusses natural resource underpricing in multilateral subsidy rules’ negotiations. It starts from the U.S. experiences to consider foreign practices under its underdeveloped rules. United States then brought domestic concern Uruguay Round establishing World Trade Organization; however, conflicts had been shown between industrialist countries and resource-endowed ones regarding ways of using resources as a comparative advantage. At this corner trade rulemaking, North’s pro-market demand was likely collide with South’s sovereignty. Natural has again taken stage ongoing Doha Development for renegotiation WTO Subsidies Agreement; nevertheless, it seems partly place rulemaking stalemate. crux debates on is how deal government’s market predominance reflect roles sector.
